The 487.8 MW Sopladora hydro plant on the river Paute in Ecuador began full commercial service in late July, after completion of the trial operation of its three units, according to the Ministry of Electricity and Renewable Energy. An inauguration ceremony, attended by President Rafael Correa Delgado, was held on 25 August to mark the commissioning of the country's third largest hydropower plant. The run-of-river project was built and co-financed by China. China Gezhouba Construction Company built the project under an EPC contract on behalf of the state power utility, Corporacion Electrica del Ecuador, (CELEC). The US$ 755 million scheme was co-fmanced by the Export-Import Bank of China, which agreed to provide a 15-year loan of US$ 571.4 million in October 2011, representing 85 per cent of the capital expenditure. Civil works and equipment supply totalled US$ 672.1 million. Sopladora will generate average annual output of around 2800 GWh, based on a load factor of 65.7 per cent, representing approximately 13 per cent of the country's current electricity demand, which is equivalent to the annual consumption of 1.8 million local households. Its commissioning is expected to bring about significant economic and environmental benefits by replacing generation at fossil fuel-fired thermal plants. In addition to lowering the average marginal cost of power generation, the project will result in estimated savings of more than US$ 280 million from lower fossil fuel imports, and reduce CO_2 emissions by around 1 million tons per year, said the Ministry.
