China is seen by many observers as an emerging technological superpower. This is certainly the aim of China's leaders, not just in the central government but in every province and major city. China is, after all, the location of production of a large and growing share of the world's information technology products. But these goods are predominantly being produced for foreign companies and made to foreign designs. Being a huge contract manufacturing base is not the metric Chinese officials use to gauge China's prospects for future economic success. China pins its future on home-grown innovation (zizhu chuangxin).
