Recently, the conversion of HOV lanes to HOT lanes has been increasingly popular in the United States. Several empirical studies have explored the benefits and costs associated with the conversion. However, few quantitative studies have been performed to examine the impact of HOV-to-HOT conversion on traffic safety. Applying the Empirical Bayes method, this paper investigated the crashes on the 1-394 MnPASS lane before and after its conversion. With the hope of relieving highway congestion and generating revenues, high-occupancy-toll (HOT) lanes have become increasingly popular in the United States. In 2005, Minnesota converted its underused high-occupancy-vehicle (HOV) lanes on 1-394 to HOT lanes (called MnPASS). Several other HOT lanes are in full operation on the following roads: California 1-15, Colorado 1-25, Houston 1-10 and US 290, Utah 1-15, and Washington SR-167. Further, dozens of future HOT lanes are under study.
