China and the Association of Southeast Asian Nations (ASEAN) have agreed to start negotiations on a code of conduct (COC) in the South China Sea (SCS) in an effort to ease regional tensions over territorial disputes in the area. "Following the adoption by the Ministers of ASEAN member states and China of the framework of the code of conduct in the South China Sea in August, the leaders formally announced the start of the negotiations on the code of conduct in the South China Sea," the Philippine Department of Foreign Affairs stated on 13 November in reference to the deal reached during the 20th ASEAN-China Summit held in Manila.
