A majority of the EU's member states - 23 out of 28 - officially notified their intention on 13 November to create permanent structured co-operation (PESCO) in defence, thus setting the stage for Europe to bolster its defence policy, speed up capability development and, ultimately, strengthen its defence technological and industrial base (DTIB). Hailing the decision, which still requires the Council's formal approval, Federica Mogherini, the EU's security and defence policy chief, said the combination of PESCO with the EU's new defence fund will enable the 23 countries to exploit economies of scale and thus "fulfil the gap of output we have".
