The Pentagon now appears all but certain to begin fiscal year 2017 (FY 2017) with a stop-gap budget that adheres to last year's funding levels, as the appropriations process has halted in Congress. It has long been expected, despite a two-year budget agreement spanning FY 2016-17, that election-year politics would hinder lawmakers' ability to pass a budget and that the coming year would start with a holding measure known as a continuing resolution (CR). Defence planners despise CRs because they carry over the previous budget levels, which rarely apply to the current year and mean new programmes are nearly impossible to start.
