Chinese island-building in the South China Sea (SCS) dominated discussions at a regional security summit held in Kuala Lumpur from 4 August, with US secretary of state John Kerry accusing Beijing of preventing freedom of navigation and the Association of South East Asian Nations (ASEAN) issuing its strongest statement yet on the dispute. Opening a series of summit meetings on 4 August, Malaysian prime minister Najib Tun Razak called for ASEAN to create a "united voice to be heard more frequently" and to "take a more active role" in international issues such as overlapping territorial claims. Such problems "cannot be resolved by individual nations alone", Najib said.
