The Nigerian government has approved a controversial deal outsourcing the regulation of the country's maritime domain to a company said to be owned by a former militant leader from the oil-rich Delta region. Jane's has seen a document submitted to the Nigerian Cabinet for approval that outlines the Strategic Concessioning Partnership deal under which Messrs Global West Vessel Specialist Nigeria Limited will take over the duties of the Nigerian Maritime Administration Safety Agency (NIMASA): the Ministry of Transport agency responsible for regulating shipping and maritime security.
