US hopes of shifting its troops in Afghanistan from a combat to support role a year ahead of NATO's agreed timetable has the alliance scrambling to maintain a sense of unity on the transfer of national security to Afghan forces. Addressing reporters in Brussels on 2 February during the first of a two-day meeting of allied ministers of defence, NATO Secretary General Anders Fogh Rasmussen gave less-than-clear indications of what the transition timetable currently facing the allies actually is. To complete the handover to Afghan forces by the end of 2 014, as the allies agreed at their November summit in Lisbon, Rasmus-sen said: "We will have to hand over lead responsibility sometime before then; exactly when we do not know yet. But the point is that the Lisbon roadmap outlines a timeline for the end of 2014 and we will stick to that."
