The 19 NATO nations are working feverishly in advance of their 21-22 November summit of heads of state and government to secure commitments to a range of immediate and medium-term capability improvements aimed at transforming the alliance into a multinational fighting force able to deploy globally. NATO officials and diplomats say the new initiatives, to be announced during the Prague summit, will include the leasing of heavylift aircraft, acquisition or leasing of inflight refuelling tankers and the purchase of precision guided munitions (PGMs). The initiatives - eight in all - are designed to break a logjam in European and Canadian spending on critically needed capabilities that were identified in a 58-point Defence Capabilities Initiative (DCI) at the last NATO summit in Washington in 1999 but remain largely unfulfilled.
