With NATO's development of NALES, individual members developing new national-level amphibious concepts, and alliance forces as a whole developing DMO models, NATO is analysing such approaches to see how they reinforce each other and how the alliance can help cohere them. NATO considers forward-looking national concepts as central to the effective development of NALES and such concepts demonstrate that amphibiosity has enduring and emerging elements. "We will continue to need to be able to leverage the sea as a manoeuvre space, to deliver amphibious capabilities and lethal landing capabilities across the littorals in support of the MCC's requirement. That's enduring," said Maj Hooker. However, he continued, "The way we are doing it and how we are thinking about doing it is changing substantially."
