In what has sometimes been described as an underwater arms race, submarines have been proliferating in the Southeast Asia region during the past decade and a half at an unprecedented rate. Since 2000, navies in this part of the world have inducted at least 14 new submarines into service, starting with the Republic of Singapore Navy (RSN), which commissioned its first ex-Swedish Navy Challenger (Sjoeormen)-class diesel-electric boat (SSK) in July that year.
