Our nation faces serious challenges.High unemployment persists. America's public infrastructure is decaying. Homelessness among families is on the rise. And a backlog of at least $30 billion in deferred modernization has placed the nation's public housing assets at risk. Meanwhile, the demand for federal rental assistance for low-income households continues to far outpace the supply-only around one-quarter of eligible low-income families receive federal rental assistance. According to the Census Bureau, in 2009, 5.6 million households with incomes below the poverty line-or about 60 percent of all poor renter households-paid at least half of their income toward rent and basic utilities.
