摘要

The objective of the survey on R&D expenditure and personnel conducted by the National Research Council of Thailand (NRCT) in 2007 was to examine the total R&D expenditure and personnel of the fiscal year 2005 in the government sector, higher education sector, public enterprise sector, and private non-profit sector in Thailand. The private enterprise sector s data was collected by National Science and Technology Development Agency (NSTDA). The data obtained would be used as the index of national research and development status as well as the baseline for formulating the country s national research policy and guideline and for efficient and cost-effective research budget allocation. It was found that Thailand spent a total of 16,667 million baht on R&D, or 0.24 percent of GDP. Of this, 7,735 million baht was the government R&D budget, or 0.62 percent of the total 2005 annual budget, and 7,592 million baht was invested by the private enterprise sector. The remaining expenditure from other sources (international, private non-profit and unidentified sectors) was 1,340 million baht. The R&D investment ratio between the government and the private sector was 1 : 0.9 of the total R&D expenditure. The number of Thailand s R&D personnel in 2005 was 67,876 consisting of 34,084 researchers, 22,419 research assistants, and 11,373 supporting staff. In terms of full-time equivalent (FTE) R&D personnel, there were altogether 36,967 FTE personnel, or 10.23 per 10,000 labor force and 5.92 per 10,000 population. The number of FTE researchers was 20,506, or 5.68 researchers per 10,000 labor force and 3.29 per 10,000 population.
