The present conjuncture is overwhelmed by conflicting claims about need, help, and who is to blame, and oftentimes, divergent claims are constructed using the same vocabulary. Paul Michael Garrett's Welfare Words: Critical Social Work and Social Policy intervenes in the disconcerting fact of shared vocabularies through a recursive return to the British Cultural Studies scholar Raymond Williams' (1983/1976) Keywords: A Vocabulary of Culture and Society. Thinking along with Sanford Schram (p. 208), Garrett shifts the terminology from 'keywords' to 'welfare words,' and defines "welfare words as those words and phrases used by 'primary definers' (Hall et al., 1978) to steer debates on welfare in favour of a neoliberal political, economic and cultural agenda" (p. 12). "Attentiveness to such words is of the utmost importance" he argues, "because they can reflect how the dominant order is assembled; they contribute to its constitution and consolidation but, on occasions, they can also become the focus of challenges to the status quo" (p. 207). Attention to welfare words can assist social work to "think and speak against the grain ... to revive and foreground alternative and more oppositional keywords ..." (p. 209). For example, Garrett discusses the disciplining valorization of 'care' in contexts of workplace restructuring and violence to illustrate the ways in which keywords foundational to social work identity and practice are used to both distract from and justify ongoing neoliberal reconfigurations of social welfare.
