It’s hard to overstate the importance of the impact ofChina’s recycling policies on global commodity markets. Forthe past decade, about a third of all the paper collected forrecycling in the United States, and most of the recyclableplastic from the West Coast, has been exported to China forrecycling. Further, China was the recipient of over half of theworld’s mixed paper and mixed plastic collected for recycling.With the 2017 announcement that China would no longeraccept these materials, recyclers from the United States—andacross the globe—had to scramble to find alternative marketsfor over 43 million tons of material (see Figure 1).
