Innovation stems largely from passion. Passion - in the industrial sense - requires nourishment and stimulation. Which is why government and, to a certain degree, international organisations, now pay more than lip service to the support of SMEs in gaining and maintaining their rightful place in the defence supply chain - especially the R&D arena. But how does government achieve the establishment of a nurturing environment for SMEs in circumstances of financial pressure, budget austerity and increasingly rapid changes in operational requirements?
