How Military Budget Battles Will Transform Warfare

In the 21st Century, a modernised military force and waging war is expensive. As wars engulf the Middle East, Africa and the Ukraine - to mention a few hotspots - military budgets in the US and many other nations are slashed as their economies can no longer sustain previously high expense levels. Something - but, what? How? - has to change.The US military budget in 1964 was $52.5 billion. Adjusted for inflation, that number is close to $359.7 billion (the FY15 military budget is $756.4 billion; this includes spending for homeland defence, cyber-security, the State Department, nuclear security programmes, veteran's medical support, and more). The excessive cost of today's military force is caused by a myriad of reasons, but the primary cost is the expense of people. Today, people do most of the fighting, but they are aided by an increasing number of clever machines. Aided my excellent military technology today's soldier has enhanced killing power and range that is a significant leap over what was possible decades ago. As small unit forces are armed with better offensive, defensive and protective capabilities, the battlespace has become more lethal. The war in Iraq and Afghanistan, for instance, was largely a mine-war where defensive remotely controlled devices in the form of IEDs did most of the killing. According to the Washington Post, 64% of the US casualties in Iraq were caused by IEDs. This means that unprotected soldiers, on land, sea, beneath the sea and in the air are more vulnerable than ever before. To protect soldiers in this environment costs a tremendous amount of money in R&D, manufacturing, deployment and training. These costs are so high today, that the most expensive element in the equation is the ever-increasing effort to provide a soldier with the ability to fight and survive this inten-sifying lethality.
