Germany's Chancellor Angela Merkel welcomed Macron's proposal in her speech to the European Parliament in November 2018, demonstrating primarily that Germany and France are more or less aligned on this controversial issue. However, knowing well how difficult it will be to realise such a goal, she placed Macron's idea in a long-term context, saying: "We should work on the vision of someday creating a true European Army." This should not be an army set against NATO unity, but a helpful supplement to the Atlantic Alliance.
