In terms of surface combatants, some of the larger legacy fleet units are being refitted, there is a strong frigate programme in build and plans exist for new ship classes, including a new destroyer. Clearly, the Russian Navy has ambitions to remain a blue water navy, yet Russia's strategic situation indicates a pressing need for a littoral warfare capability, sometimes referred to as a 'green water navy'. This need is being met by the construction of a significant number of corvettes, which are replacing existing fleet units of this category and adding major new combat capabilities. The corvette programme(s) also seem to have exposed a disagreement in Russian defence circles between those who want more resources directed to blue water programmes, and those who support the corvette acquisition. The basis of the corvette programme is the Projekt 20380 STEREGUSHCHIY-class, designed by the Almaz Central Marine Design Bureau in Saint Petersburg, with units being built at Severnaya Verf in Saint Petersburg and the Amur Shipbuilding Plant in Komsomolsk-on-Amur - all of which are part of United Shipbuilding Corporation (USC). The first unit was laid down at Severnaya in 2001, launched in 2006 and commissioned into the Baltic Fleet in 2008. Severnaya then built two further units, commissioned in 2011 and 2013, for the Baltic Fleet, with Amur launching its first corvette in 2015, which was commissioned with the Pacific Fleet in 2017. Since then, Severnaya has commissioned a single corvette, with two more commissioning this year and six more on order. Amur has commissioned two corvettes, with one more commissioning this year and three more in build. The majority of units are entering service with the Baltic or Pacific Fleets, with the Black Sea Fleet only now starting to receive corvettes.
