From January 1 this year, all dairy farmers who applied for the new Single Payment Scheme had to declare that they were meeting the requirements of several EU regulations and directives covering animal health, food safety and environmental protection. These rules are being phased in as a package of measures that go by the now familiar term of cross-compliance over a period of three years. Among the many directives this year is the Nitrates Directive, a piece of EU legislation that dates back to 1991 and aims to prevent excess leaching of nitrogen from manure, fertiliser and the soil's nitrogen supply into watercourses in the so-called Nitrate Vulnerable Zones (NVZs). England (as well as Scotland and Wales, but to a lesser extent) has had a Nitrates Action Programme in place for several years. It was substantially revised in 2002 to extend the coverage of the NVZs to more than 50% of the land in England. However, the UK, along with all but two other EU member states, has faced problems with the European Commission for insufficient implementation of this Directive.
