Firstly, the costs of maintaining permanent military bases and fleets of aircraft and ships on both sides of the Indian Ocean was becoming very expensive. Secondly, both the internal and external threats to stability in Malaysia and Singapore had been settled and in-depth British and Commonwealth military support was no longer required on such a scale. Thirdly, the increasing size and sophistication of Soviet military capabilities in Eastern Europe and in the North Atlantic meant that priority had to be given to strategic and tactical defences nearer home. For the Royal Navy this was a severe blow to its traditional global deployment strategy, and meant running down a Far Eastern presence that had seen a near continuous stationing of an aircraft carrier and helicopter carrier in the area. To this needed to be added support ships and aircraft that also accompanied them to friendly ports all around the region from India and Japan to Australia and New Zealand. Only the occasional visit was to be maintained.
