The packaging industry is probably best summed up as its own metaphor; it comes in as many shapes and guises as the items it produces. It's just too hard to pigeonhole, and government-led training ideals of streamlined simplicity have not altogether allowed for this. Lord Leitch's Review of Skills, published in December 2006, was very clear in its recommendations. According to the report, five million adults lack functional literacy and 17 million have difficulty with numbers.
