In the past seven years and prior to last month's restart of the Terrace Bay, Ontario mill by the new owners Buchanan Forest Products, a total of 2.43 million mt/year of capacity had been shuttered. This represents a major step backward by a country which prided itself as being the major softwood supplier to the world. For instance, back in the 70's and 80's the province of British Columbia alone claimed to supply 25% of the world's NBSK requirements. Could gross mismanagement have led to the closing of 10 pulp mills scattered across the entire Commonwealth? Or, could the blame be laid at the doorstep of a number of non-related circumstances that converged at the same time to deal a deathblow to these mills?
