Community Technology Centers and Bridging the Digital Divide

In the past decade, policy makers, activists and scholars have touted the Internet as a potentially valuable resource and service around the world. Its use, they claim, can improve the way people communicate, do business and are educated. This is a perspective in one of the more heated discussions among those who study the impact of the Internet on politics and society: the tension between the optimists and the pessimists. The optimists believe that the existence of the Internet can change the world for the "better," that is, better communication has the potential to, for example, feed those who are hungry, teach literacy, or improve human rights (see Davis 1999 and David and Owen, 1998). The pessimists, on the other hand, believe that the Internet's presence exacerbates disparities already visible in society, such as the increasing gap between the educated who tend to use new technologies with greater frequency, thus making them even more educated, and those who are less educated and, consequently, might use them less often (see Norris, 1999).
