Consumer advocates are placing the ailing economy front and center in their attempts to block an $81.5 million rate hike for Connecticut utility United Illuminating. Connecticut Attorney General Richard Blumenthal and the state Office of Consumer Counsel cited consumer hardship last week as they urged state regulators to deny the utility's petition to increase rates 4.5% in 2009 and 4.4% in 2010. "Many people believe that the economy is currently in its worst shape since the Great Depression. In the midst of this crisis, comes the United Illuminating Company, in total disregard of the financial plight of its customers, filing a rate application," said the OCC in a brief filed before the state Office of Consumer Counsel. Rather than allowing a rate increase, the attorney general and the consumer council called for state regulators to impose a rate decrease. The OCC said UI's rates should be cut $11.2 million in 2009, but be allowed to increase $5.5 million in 2010. Meanwhile, the attorney general recommended a $10.3 million rate cut, a reduction in allowable profit from 9.75% to 9.5% and a 3% cap on employee raises.
