Southern Company is defending its recent proposal to create an auction process for certain transactions in its service area against charges the measure will not mitigate any perceived market power as intended and calls for opening to other suppliers. Atlanta-based Southern told the Federal Energy Regulatory Commission that a recent protest to the auction proposal filed by financial house J.P. Morgan Entities "should be accorded little, if any, weight." Morgan in a November 26 filing criticized the proposal, saying it has flaws that will inhibit the goal of mitigating any perceived market power. Morgan said the auction proposal "does not address the most significant impediments to liquidity and price transparency in the Southeast." While calling the proposal a "step in the right direction," the firm requested that the auction proposal be modified to ensure any perceived market power is eliminated. "J.P. Morgan's comments are off target because they fail to address the fundamental issue before the commission in this proceeding - whether the auction proposal, as submitted, is 'just and reasonable' and thus must be accepted," Southern said.
