The Spanish government and the country's electricity utilities have reached an outline agreement to eliminate the tariff deficit, the difference between the regulated tariff and real generation costs, which stands at some €15.7 billion and could reach €22.5 billion by the end of 2009. The state is to act as guarantor for the debt emissions that serve to cover the deficit.rnIndustry minister Miguel Sebastian had warned utilities there would be no January 1 tariff rise if an agreement was not reached to resolve the deficit problem. But just before the year-end deadline, the ministry announced an average 3.5% tariff increase. Utilities' association Unesa had accepted a promise from Sebastian that oncernparliament resumes in late January, a decree-law would be drawn up converting the state into the guarantor of the deficit.
