1. The government will soon have to decide whether the Karst0 CCGT plant must pay for its CO2 emissions under a new quota system to be introduced from January 1. It is widely expected that the plant will be granted a free quota for the up to 1.2 million tonnes of C02 that it will emit annually until (and if) its CO2 treatment plant is up and running in 2011-2012.
