Again divided over the reach of its regulations, the Commodity Futures Trading Commission voted 3-2 July 23 to approve a final rule narrowing the international application of its Dodd-Frank Act swap dealer registration requirements. The action, which sets out what swap dealing activity outside the US should trigger CFTC regulation, was lauded by the panel's Republicans. It adapts the commission's prior approach to recognize the regulatory advances of the commission's international counterparties since the CFTC's July 2013 guidance, they said, and focuses on areas of risk to the US financial system.
