Dominion Energy’s Atlantic Coast Pipeline is challenging federal regulators’ decision to bar it from giving certain customers but not others special access to excess gas it wants to pack the pipeline with to be used to meet short-term power generation demand needs. The operator of the 600-mile pipeline, which will boost supplies of Appalachian Basin gas to mid-Atlantic and Southeast markets, said in a filing Thursday with the US Federal Energy Regulatory Commission that the offering is critical for foundation and anchor shippers that have played a key role in moving the 1.5 Bcf/d project forward. FERC granted the formal permit certificate for the pipeline last month but rejected its proposed linepack accounts.
