摘要

Energy efficiency is a significant component of the of the sustainable development of the country: 1. It is a mandatory part of the energy reform, a necessary prerequisite for finding the way out of the economic crisis, privatization, and competitive development of the national economy. 2. The Programme on energy efficiency serves as a basis for integrated energy planning and socially acceptable energy service. 3. To Bulgaria which imports 75% of the energy resources used by it, the Programme is a priority target for enhancing the country's energy independence. 4. The Programme is a major component of the policy of performing the international obligations to reduce noxious emissions. The high economic and environmental attractiveness of the Programme provides the grounds to propose it to the national and international institutions and funds for financing and implementation.
