Ofgem has kick started the fifth distribution price control process with the publication of a new document that brings the environment to the fore. In the new document Ofgem says :"A key question for this review is how the price control can place incentives on Distribution Network Operators to control their impact on the environment directly and indirectly. For example they can reduce their direct impact by reducing the percentage of electricity which is lost on the distribution network or reducing emissions from their vehicle fleet.
