The UK's Environment Agency, in an emailed response to questions from glatts, explained that surrendered EU Allowances were held in the same UK registry holding account as allowances earmarked for new plants entering the EU ETS for the first time. Furthermore, the agency said, the UK emissions registry software works on a "last-in, first-out" basis, so that "some previously surrendered units were reallocated to new entrants." However, the Environment Agency added that "an equivalent number of allowances that had been set aside for new entrants remained untouched and were subsequently used by the UK for retirement."
