Segregation of passenger and freight flows on key corridors is fundamental to the future development of the national network, but finding the funds to bring this about is not clear-cut, reports Ralf Roman Rossberg. Mixed-traffic operation has been the historic norm for most railways. In Germany, conflicts between fast and slow trains are becoming a serious issue in the busiest corridors, reducing the effective capacity of the network and affecting the quality of service. Around 10 years ago DB Netz began looking at the concept of segregating high speed passenger trains from slower freight and regional operations. This crystallised as the Netz 21 concept, but the programme had no clear timescale. DB has since re-examined the concept with a view to gradual implementation between now and 2025. 'Zielnetz 25' also takes account of recent technical developments and acknowledges that more limited funding is available.
