Technological development in new member states (NMS) is becoming a central issue in the enlarged EU. The indicators of technological development in NMS reveal that the region remains below the EU average. This raises questions about the competitiveness of Central and Eastern Europe (CEE) and also about its ability to participate actively in research and innovation activities within the EU. The latter issue remains under-explored in the literature and this book edited by Jasinski offers valuable insights. It investigates the problems hindering the generation, circulation and absorption of knowledge in NMS and the implications for innovation policies.rnThe book consists of four parts. Part I discusses the changes in the concepts and practice of systems of innovation. The paper by Nick von Tunzelmann lays the foundations for discussion in the book. He outlines problems in innovation policies in the EU and in NMS. He highlights that NMS have a weak absorptive capacity, and weak and not appropriately aligned national systems of innovation (NIS), characteristics that emerge as major impediments to active and effective participation in the European Research Area (ERA). The author emphasises that CEE needs to build dynamic capabilities in companies and governments. Only by engaging actively in a two-way process of exchange can the NMS make use of EU resources to re-build their regional and national systems of innovation.
