Democracy often ends up with unintended consequences. That is certainly the case at the National Recycling Coalition (Washington). For nearly 30 years, NRC has struggled with being a true "coalition." At its start (I served on the board in the earliest years), the organization was dominated by vocal environmental activists and opinionated local and state government officials, who were joined by a scarce few risk-taking corporate managers. It was not a "coalition," and its agenda and actions revealed this. In the early 1990s, when the group expanded rapidly on the heels the surging interest in recycling, the group added additional corporate players to its board, because a handful of states voted in block in the annual election, truly believing that a coalition could be formed (I again was serving on the board, this time as chairman).
