HDMGlobal est un consortium international composé des membres suivants : Australian Road Research Board (ARRB), Instituto del Cemento y del Hormigôn de Chile (ICH), Highways Management Research Group (comprenant W.S. Atkins, Scott Wilson et The Highways Group de l'Université de Birmingham), Ponts Formation Éditions (PFE), Scetauroute et Transport Research Laboratory (TRL). Le ministère bangladais des routes a par ailleurs été associé sur proposition du ministère britannique du développement international. In addition the Roads and Highways Department of Bangladesh, at the suggestion of the British DfID, are associates. In August 2005 it was tasked by PIARC with the stewardship of the then new variant of HDM-4, Vn 2, for a period of five years.
