Noted Mexican historian Ramon Eduardo Ruiz's irreverent, original and brutally candid account of his native country's economic and social development over the past 500 years makes for compelling reading. The title of his 'ramblings on underdevelopment'; as he describes the book, just about sums up the purpose of this sweeping history, which liberally incorporates psychology and political economy. Ruiz asks a fundamental but often ignored question: why has Mexico's development been so uneven? For him, Marxist economic doctrine supplies some ready answers. Mexico's chronic 'dependency' on wealthier imperial powers, he says, has ensured that the country is far poorer than otherwise would be the case. (For dependency theorists like Ruiz, capitalism creates a 'core' of wealthy nations and a host of poor ones on their 'periphery'.) According to his pessimistic (if not fatal) diagnosis, it took 'five centuries for Mexico to become a distorted, dependent, dysfunctional society, and it will take a miracle to undo this legacy' (P.15).
