The reality of climate change as a largely man-made phenomenon is now widely acknowledged; but we are only beginning to understand its potential impact on our global political environment. Climate change, as new scientific evidence shows, is accelerating. We may have less time than we thought only a few years ago to reduce greenhouse-gas emissions and to adapt to those consequences of global warming which we can no longer avoid. While individual aspects of the phenomenon and its impact are still disputed, it is increasingly clear that, as the Stern Review put it, the cost of inaction exceeds that of action. Indeed, the weight of the evidence argues for ambitious short-term action.
