'Do you give me credit for that?' This was US President Donald Trump's question to NATO Secretary-General Jens Stoltenberg when they met in Washington in May 2018. The latter had suggested to reporters that European NATO allies were now all spending more on defence. Trump seemed to think that this was in response to his particular kind of leadership. In dealing with NATO, Trump has so far interspersed moments of indifference, bullying over defence-spending levels and carelessness concerning NATO's collective-defence commitments with increases in funding for the European Deterrence Initiative (a US programme to help fund activities of the US European Command in response to a changing security environment in Europe), and in forward-deployed personnel and equipment. The US president has seemed oblivious to the underlying spending trends in Europe as they have been developing since before he came to power.
