Dieter Helm is Professor of Energy Policy at the University of Oxford, has chaired or been a member of key official energy-related committees in the UK, and as recently as 2011 was Special Advisor to the European Energy Commissioner. Helm thinks clearly, and writes not only with great clarity but also with considerable force. Given these circumstances it is astonishing that there is such a wide gap between Helm's analysis, findings and recommendations and the failings of both UK and EU energy policy. This is a sorry state of affairs. But Helm has achieved what his publisher initially proposed: bringing his ideas together in an accessible book. Not everyone, of course, will agree with the implication in the book's sub-title that we need to engage in massive policy initiatives to tackle climatic change. Helm makes clear the reasons why "the public has doubts". Leaving that aside, there are few areas where this reviewer would cavil with the author - of which more below.
