The adoption of computer technology by a large public agency in Singapore is examined. The focus is on the organizational adjustments undertaken by the user agency to support implementation of the country's information technology policy in one of the developing world's most advanced telecommunications systems. Practical lessons that emerge from the Singapore experience are examined.
