Surging imports into the EU and the US allowed China sharp gains in exports. But re-imposition of quotas on China did not benefit Western producers; the orders went to other Asian countries instead. The year 2005 certainly was a challenging one for the tex-tile and apparel industry. Most people in the industry experienced a roller-coaster ride in the first year of quota abolition. Chinese companies spent billions of dollars to upgrade and expand their industry to take full advantage of increased trade volumes. The EU and the United States both re-imposed quotas on textile and clothing imports from China. However Western industry did not benefit from those restrictions. Orders went to other low-income countries in Asia instead.
