Article 8.11 of the Agreement on Textiles and Clothing stipulated : "In order to oversee the implementation of this Agreement [i.e., the ATC], the Council for Trade in Goods shall conduct a major review before the end of each stage of the integration process" and that "to assist in this review, the TMB shall, at least five months before the end of [the] stage, transmit to the [Council] a comprehensive report on implementation.... during the stage under review.....". Article 8.11 further provides that the TMB's comprehensive report may include any recommendation to the Council for Trade in Goods as deemed appropriate by the TMB. The TMB has taken in hand the preparation of its report for the stage currently in progress, which is practically the last and will finish at the end of the 10-year phase-out process of the ATC. In this connection, it has invited Members to bring to its attention any "information, comments or observations, as appropriate". While the main purpose of this paper is to raise certain ATC-related issues for members' consideration, it is also intended to serve as the basis for ITCB observations to the TMB and, later, to the CTG when it takes up the major review exercise pursuant to its own mandate under Article 8.11 of the ATC.
