During my aviation career I have heard the quotation 'rules are for the obedience of fools and the guidance of wise men', usually to explain why some rule or another has been blatantly broken in an attempt to achieve an aim. Lamentably the irony of citing this quote in an aviation safety context is more often than not lost on the perpetrator.So why is it that we face an ever-escalating mountain of regulation? In the UK military the Military Aviation Regulation Document Set (MARDS) is a tome of truly biblical proportions; as are most airline Standard Operating Procedures and associated documents.
