The imo's marine Environment Protection Committee (MEPC) took a major step in October with its decision to implement a global sulphur cap from 2020. The decision followed the conclusion of an official study into the availability of compliant fuel, that 'global shortages are improbable'.That MEPC would take the 2020 plunge, rather than postpone to 2025, was always the likelihood. It was the date initially suggested for the implementation of regulation 14 of MARPOL annex Ⅵ, with the 2025 option only a back-up plan upon review. But to those attending the meeting, it was by no means a clear-cut decision.
