Thus far the chief purpose of our military establishment has been to win wars. From now on its chief purpose must be to avert them. It can have almost no other useful purpose. Ever since their use against Japan at the end of the Second World War, the destructive power of nuclear weapons has been a stark reminder of the unprecedented calamity that a further all-out war between major powers would involve. However, the widespread desire to avoid such a conflict has not been accompanied by a similar degree of consensus on how best to do so.
