摘要

The need for a British campaign plan for Afghanistan has been widely acknowledged, particularly within the armed forces. A campaign plan would provide the basis for force generation and, if need be, for force restructuring. It would also provide the context for the implementation of the 'comprehensive approach', setting a framework around which the efforts of the Ministry of Defence, the Foreign and Commonwealth Office and the Department for International Development could cohere. Above all, it would provide the narrative against which individual episodes in the fighting could be set. The press gives plenty of coverage to the events in Helmand, but it does not, and at the moment probably cannot, explain the overall purpose behind the activities of the British armed forces. Without that context, the public cannot judge what it has done in its name. Moreover, without the rationale of a campaign plan, the public is sceptical about the utility of military force. The latter point is crucial for the legitimation not only of current operations, but also of any further interventions which a future government might wish to conduct.
