The United States government's Substance Abuse and Mental Health Services Administration (SAMHSA) reports high success with the agency's program to monitor tobacco sales to minors. According to a separate report issued by the National Association of Tobacco outlets (NATO), an average of 90.9 percent of retailers did not sell tobacco products to an underage decoy, which is retail's second highest successful pass rate in the 16-year history of the SAMHSA compliance checks and significantly above the 80 percent target set by the program.
